Fences installed near historical monuments do not have permission from the IPCC

The installation of a few billboards in proximity to historical monuments has generated a new controversy surrounding the protection of the heritage of the city.

Former director of Espacio Público, Adelfo Doria, denounced through his Twitter account the operation of a fence in Chambacú, near Skate Park Cartagena, whose work was stopped years ago for not complying with the normativity.

“Being director of Public Space, I had to stop construction of the fence in this area (pointed out) by antagonizing rule that forbids less than 200 metres from historic or artistic monuments (Agreement 041/2007). Today I find that they installed this fence next door…” he wrote the exfuncionario.

Doria also referred to the advertising that is installed on Rafael Núñez Avenue and is a few meters from the walled cordon. Other users added to his complaint, who reported another fence located in the marginal Cabrero, on the same site where a concrete tower had been demolished.

The regulations that it brings up are the 2007 agreement 041 of the Council of Cartagena, through which the external visual advertising in the district was regulated, this being understood as fences, notices, electronic boards, pasacalles, pendones, colombinas, Billboards, mogadores, balloons, and other similar ones.

This agreement prohibits the installation of fences, “in historical areas in accordance with article 469 of the Territorial Planning Plan, buildings or headquarters of public entities or embassies, except in the case of notices indicating the names of entities”.

Heritage Division has not given approval

With regard to the complaint made by the former manager of Espacio Público, the director of the division of patrimony of the Cartagena Institute of heritage and culture (IPCC), Alfonso Cabrera, reported that “these types of fences – according to the rules – are not allowed and do not have approval by the Cartagena Technical Committee on Cultural Heritage. IPCC shall notify those responsible for such works and those who gave these authorizations to withdraw them as soon as possible.”

He also stated that there is a possibility of initiating the respective administrative process for such interventions.

It is a subject of a concession that the district has many years ago about the urban overcrowding with the company OPE, which was consulted on the subject and they say that in their concession contract they have authorization to place those fences (…) We are considering and analyzing that when it is about the area of influence of our heritage or historical center, they need prior authorization because we will always respect our heritage and everything that corresponds to the urban regulations of Cartagena
